150P1101468 – ISO 9001 Audit and Certification Services

The United States Patent and Trademark Office (USPTO), Office of the Patent Quality Assurance desires to fulfill a requirement to obtain a combined audit and certification of its Management System (ISO 9001) services in accordance with the international accreditation standards.  The purpose of the ISO 9001 certification is to access the quality standards and the continual improvement of overall performance.  Additionally, the contractor shall identify and provide all phases of the certification process.  This acquisition will be conducted as a full and open competition requirement for a five (5) year period.

This requirement is needed to certify various quality management processes in support of the USPTO mission.  The USPTO has unique business processes that require assessments, audits and certification for various quality improvement projects related to the Patent and Trademark Office.

The USPTO is recognized as the leading Intellectual Property organization world-wide.  In order to maintain this standing it is critical that the USPTO maintain an independent ISO 9000 certification for the Quality Assurance process and other processes related to the examination of an issuance of patent applications.  Maintaining this ISO 9000 certification is an essential component to the USPTO international relationships which are imperative to mission success.

The NAICS Code associated with this project is 541611 – Administrative Management and General Management Consulting Services.  The resultant award is anticipated to be a Blanket Purchase Agreement.  This is a combined synopsis/solicitation and no other RFP is forthcoming.  RFP responses are due by Friday, September 23, 2011 at 02:00 P.M.
