Office of Patent Resources and Planning

The Deputy Commissioner for Patent Resources and Planning provides representation and direction on strategic outreach and planning for the Commissioner for Patents, provides direction on program requirements for automated systems relating to domestic and international patent information technology systems, and directs all operational aspects of patent application initial examination, patent publications, and international PCT applications processing.

This office is comprised of the three offices: the Office of Patent Planning and Capacity Analysis, the Office of Patent Resource Administration, and the Office of Search and Information Resources Administration.

Office of Patent Planning and Capacity Analysis

The Office of Patent Planning and Capacity Analysis performs program-specific strategic, long-range and operational planning for the program areas reporting to the Commissioner for Patents; prepares plans reflecting the decisions of the Commissioner for Patents on program alternatives and allocation of resources; in collaboration with the Office of Corporate Planning, conducts research and econometric studies and prepares related forecasts for Patent programs; conducts analyses of business processes, reengineering plans, and customer service needs; and provides related analytical support.

Office of Patent Resource Administration

The Office of Patent Resource Administration is responsible for managing and overseeing patent-specific resources as allocated at the corporate level, and establishing patent program activity targets and continually evaluating performance against patent program objectives. Provides patent program-specific budget and finance management support to the patent program areas reporting to the Commissioner for Patents; compiles operational, financial, and resource-specific reports to monitor the Patent business’ day-to-day goals and responsibilities; establishes patent program evaluation plans; and develops, maintains, and disseminates statistical data related to Patent business objectives.

Office of Search and Information Resources Administration

The Search and Information Resources Administration is responsible for overseeing a variety of patent projects including automating the examination and technical processing of patent applications and automation training to all of the Patent Organization employees; and provides administrative support and coordination regarding automation-related Trilateral projects.
